Refer to Lean knowledge, we have terminology 1. Value add (V) 2. Non value add but necessary (NVAN) 3. Non value add (NVA) To do budget cuts in manufacturing without un- sacrifice the quality of the products is do mapping and cost analysis by : 1. Check the process (SOP) & transportation (read motion),material, m/c capacity, act 2. Evaluation and PDCA activity no.1 3. After evaluation, classify your cost and activity in : V, NVAN or NVA. NVAN and NVA is room for cuts cost without quality impact. good luck.

By developing new vendors or suppliers without adjustment of cost could be better options when the cost of the project variable. If RM cost is adjusted then it's better to provide a cheaper way to search for ground work with the procurement team.
