Often times it can be misunderstanding or miscommunication which causes disagreements. As a planner tasked with seeking to resolve such situations, first and foremost it is important to be sure all parties understand the policies, laws, and plans in place which govern the proposed development. If needed, before even diving into a resolution process, there may very well be a need to help all parties understand the rules not up for debate. Once the deck is cleared understanding the framework, then your role should be to help the parties define what elements they agree and disagree. Again, often times, it is misunderstanding the scope and intent of project or the objection to the project, rather than the project itself that is the road block.
