First see if there is benefit in being stuck in the past. There might not always be a best choice scenario in rushing forward for the sake of new technologies, just because they are there. Second, make sure you are having really good meetings & supporting the team member, to really understand their caution in moving forward. It might be insecurity in using the new tech, and you can make sure they have real support & the ongoing training that they need, which will make them feel a lot more comfortable. Finally, respect their feelings. Change can be unsettling and it can take time. It doesn't mean someone is stuck in the past of they need some time to adapt.

Old school is always the best until it isn't. Be kind to people. Kindness wins hearts. There's always something to learn from the methods used in the past, and there always a connection with the present. Find it, and use it with kindness. Harsh criticism and blatant disregard of people's history and achievements (using old methods ...) creates animosity and division within a team. Kindness and showing appreciation leads to a stronger relationship and a stronger, more competitive team.
