Part of a successful virtual workshop begins with the prep work. - Send out an email ahead of time stating the expectations: cameras on, participation required, etc. - Give points for behavior you want to reinforce. Such as Bob gets a point for having his camera on. Jose gets a point for asking a great question. Secret: People want to win even when you tell them they get bragging rights. It's their responsibility to keep track of their own points. - Have a breakout right away. I like to use the "Which picture (1-10) do you identify with and why?" There are tons of these on the internet with funny pictures of animals making odd expressions. Get them talking to each other right away to help make connections.
