When I came across criticalities as such, it was almost always due to lack of clarity on what is expected by each role. Overlapping domains, or fuzzy responsibility and accountability may lead to friction between individuals, as each believes it is within their role to take over an activity/decision/etc. - or on the contrary, that it is up to the other. Establishing clear roles, albeit apparently a banal measure, is quite effective in limiting these clashes which are detrimental to the individuals, their teams and ultimately to the Company in its entirety. This doesn't imply building a rigid, heavy org structure. Rather, clear roles and expectations will protect the ability of the Company to be flexible and agile on the market.
