Dealing with contractors who ignore safety rules for plant machinery. Are you prepared to confront the risks?

My challenge to someone frustrated by deviations from safe practice is this: get a group of hourly workers in a meeting room and have a sincere conversation about safety at the site, or in the company, understand what is not working, fix as much as you can, and you will see compliance improve. Look in the mirror, turn the direction of the inquiry towards leadership, identify what may be telling workers that safety is not as important as you believe it is, and get better at being a safety leader and supporting your folks. Situations such as lack of drinking water and clean restroom facilities, poor PPE quality, unfixed issues months after they were reported, subtle production pressures and many others can undermine the safety culture.

This is where training comes in. One cannot assume, even someone with multiple years of experience understands what it means to work safely. It is like saying "be careful". There is no mitigating strategy in these words, it is akin to have a nice day. Workers need to be trained on safety aspects and understand the hierarchy of controls, which provides for eliminating hazards, engineering them out, administratively controlling them, substituting less harmful products, and finally relying on PPE as the last line of defense. AS a former drill instructor in the Army, "let no one's soul cry out, " if only I had been properly trained".

There isn't a single solution to this problem, but the situation can be improved by: 1. Enforcing safety terms of the work contract and discussing them with the contractor's top management. 2. Engaging contractor's site supervisors to understand the real reasons behind non-compliance and take appropriate actions. 3. Recognizing that there may be conflicting KPIs within the organization, such as reducing costs and manpower while demanding quick delivery and high safety performance benchmarks. 4. Implementing Behavior-Based Safety programme to identify issues, promote safety engagement, and reward good observations. Analyse data to address the real issues. 5. Sharing incident pics and videos from the same industry through training sessions.

Safety requirement for contractors need to be included clearly in the tender agreement and penalties for non-compliance with the requirements to ensure the owner of the contractors took the same responsibility as us. Enforcement is the only key for a successful safety requirement implementation and the safety culture must be taught to the contractors mainly for the boses.

Las implicaciones legales pasan a segundo término, cuando la seguridad de las personas es vulnerada, sino se es capaz de crea culturas de seguridad por amor al ser humano, no intentemos crear culturas de evitar costo por sanciones, creo que las empresas que no invierten en la seguridad del empleado deben inevitablemente tener una carga fiscal más alta para incentivar a las empresas no al miedo a la sanción sino al reconocimiento de que el trabajador/ asociado es el recurso más importante de la empresa.

Se deben conocer todas las implicaciones legales en cuanto a la normativa legal en cada país, normas de dicho país e internacionales. Afianzar cada proceso bajo metodología SST, inspeccionar y evaluar sino aplicamos SST estamos siendo parte del problema el acceso a la educación, preparación a la formación consecuente en el área sera vital para evitar cualquier implicación legal.

Efectivamente toda capacitaron, orientación a los contratistas marca una diferencia. Ya que nosotros como profesionales en SST manejamos y conocemos muchos detalles y actualizaciones en el área, las contratistas no, solo se encargan de hacer un trabajo lo mas rápido, minimizando costos y es acá donde estos se les revierte en incidentes y accidentes laborales. Es fundamental capacitarlos, ense?arlos, educarlos en esta área y cambiar esa percepción que muchas veces es sesgada.

Hoy en día hay muchos canales de comunicación para masificar y hacer llegar un mensaje, este sera un gran aliado para la SST, ya que mediante las redes sociales y el uso de imágenes, infografias, vídeos, historias, correos entre muchos otros mas como carteleras de información, grupos de telegram o whatsapp, el uso seguido y repetitivo de material nos ayuda a cambiar conductas y pensamientos sesgados. Fomentamos y establecemos un alto desarrollo de conductas apropiadas de estas contratista y de nuestra gestion en sst.

I believe that thorough instruction and training are essential. This is the responsibility of the client. Training should clearly define the standards and these should be contractually agreed upon. Deben rendir cuentas, es lo mas sensato sin embargo se niegan pero hay que capacitarlas y mostrarles los beneficios y oportunidades de una rendición de cuenta, de gestión, de implementos en el área de SST, toda contratista antes de realizar un trabajo debe ser formada junto a todos sus trabajadores y adherirse a los lineamientos de SST como lo dictan las leyes de cada país, oshas y las ISO.

If you don't have a solid policy in place for selection of contractor and a process for assessing them, you will buy a problem with your own money. If contractor has started work on site and icausing problems, you'll have to spend some of your resources dealing with this new risk. You'll need to keep a close eye on it and, if necessary, stop the work and send the firm away from the site for a while. The O&G sector isn't the best place to train a contractor from scratch. Contractors who aren't corporate and don't have a competent team can cause problems not just with equipment safety but also with lots of other things. That's why I think it's best to eliminate or replace the risk, which is the first step in the risk hierarchy.
