Yes of course, failure to any network component may lead to a total or partial outage. This outage affects the availability and performance of the overall network system. The need for continuous network monitoring can never be overemphasized. Monitoring sets you a step further before any major problem occurs. Just as patients get symptoms before any major illness. If those symptoms are overlooked, it may lead to worse situations or even death. So is most network systems. Before system fails, they give warning signs and it is through monitoring you can actually get to see those signs before the actual fault occurs. Depending on the severity of the incident, you must provide plans to restore or resume normal operation within a short period of time after a disaster such as fire outbreaks, hurricanes, earthquakes and probably cyber attacks.

Long term reliability needs to also consider upgradeability, vendor support, and ease of use (moves, adds, changes, disconnects) along with the cost to maintain. Those all have a part to play in overall reliability along with the fundamentals called out beforehand.
