The key to preventing a cross-functional team from being overwhelmed is to base expectations on team commitments rather than management/customer demands. During increment planning (PI or sprint), the team decides what they can commit to delivering in that increment. If the commitment does not meet the needs of the management/customer, they must work with the team to adjust capacity or change their own expectations. Most importantly, this must be a TEAM commitment and not a set of individual commitments. Once the team has committed, all members of the team must help to deliver all aspects of the committed scope according to the definition of done. This means that testing and quality are a TEAM responsibility not just that of the testers.
