Transparency has to be followed but accountability has to be given importance in such matters. Information which is out in the public domain may be promptly released, but where third party information is concerned, the party's submission should be seriously considered before disclosure. It is a difficult and close call and such information could be revealed only when public interest surpasses the chances of impairment and violation of individual privacy. Interpretation of rules should not be made a shield to protect misconduct of erring public servants and public figures, however powerful they may be. Lastly, considerable discernment should be displayed in sensitive matters related to defence, health,strategic research and privy issues.
