It is essential that a given testplan covers all or a majority of the code base. Lastly is execution. In my experience, going outside the framework of a testplan is rarely a bad thing., Exploratory testing can uncover all manner of defects. Where a system is complex, so it seems like a lot of work to develop a fit for purpose User Requirement Specification (URS), this is not the time to cut a corner and not develop a URS but actually shows you how important the URS will be downstream. It is important to create a URS which is commensurate with the level of risk, complexity and novelty of that system. Eg. if you need hundreds of rules within the system, but don’t list these in your URS then consider: How are you going to ensure that all required rules are designed, configured, risk-assessed and tested?
