You have to adopt a so-called zero trust framework for ALL remote access. These means deploy security controls to prevent damage from remotely connects users. Do not use a VPN gateway to allow universal access to the corporate network. That is the definition of Trust. Because they authenticated, maybe with the hardware token you gave them, you trust them not to be malicious. Treat every connection as malicious. 80+% of the time the attackers are authenticated.
