Something similar to scope creep where we engaged stakeholders was where we had additional tests pop up during development phase that we wanted to run. To meet this need, we met with stakeholders (managers and PMs) to define where the lines are drawn. From this, we could see where opportunities lie - unused hardware, and available staff to execute on the hardware. This increased are capacity to handle scope without going into conflict with out critical path timeline.

My teammate created a test plan for a "test bed" - a series of tests utilizing a set of hardware. Inside of it contained SOPs for all the relevant parts, a set of executable sequences, safety hazards to be considered, etc. Therefore, any subsequent tests involving any of the prior components/test scenarios (even if different combination) could be run with minimal approval because it had already been approved in the "test bed" plan.
