When a Client employs an Owners Engineer, they work with the Client to understand the whole process, which can be as light or as heavier an involvement as the Client wants to complement their team and their availability for the evaluation. A good OE team that is involved in Studies as well as Detailed Engineering, (like the one I am part of in Stantec), has an experienced and diverse team who have up to the minute knowledge of all the different generation types and options, Government Incentives and impending Regulation as well as the manufacturers and 3rd party packagers and investors in power generation facilities. Scoring systems should have differences mathematically evaluated and costed and be highly transparent and reasonable.
