This question is flawed as it implies that quality and cost are competing metrics when in fact, they compliment each other. Having a good efficient, standard work employing takt time, cycle time, sequence, quality and WIP standards, you are coordinating terrific productivity and quality. Poka Yoke design must be built in. Designing a process without standards WILL end in defects and more costly to rework. Quality incidents occur when inventory sits around as contamination tends to migrate, parts damage each other, get knocked over, etc. In the event you need to perform a functional test, which we can argue the merit, use that test as a process control tool rather then just to determine whether a product is standard or sub-standard.

En mi opinión, detectando los desperdicios y minimizandolos. Analizando la cadena de procesos y los cuellos de botella. Los errores que ocasionan reprocesos etc. Pero nada que ponga en riesgo la calidad: estableciendo controles donde no los haya y comprobando el estricto cumplimiento donde si los haya.

Es importante establecer el grado de criticidad de cada fallo en un proceso o la ganancia en productividad de un proceso automatizado para elegir qué puntos merecen la pena invertir en automatización y categorizarlos de más a menos importantes. Ese sería el punto de partida en mi opinión más lógico.
