The discovery phase isn't only about your users. Its also about your stakeholders. Part of product innovation is the product but the other half in maintaining relationships. During your initial discovery research also take the time to understand what outcomes your stakeholders are anticipating and document them. Scope creep is as real in product management as it is in stakeholder expectations. Be sure to go back to your stakeholders and make a formal agreement on the desired outcome so that you can always refer back to this agreement to hold everyone accountable. As changes come up, reconvene the group, ensure agreement, then make changes to your formal agreement with EVRYONE's input so as to not derail any one person's expectations.
