In the approach we use @Matter of Focus, we use a theory of change as an evaluation framework. All data collection is aligned to the theory of change and always includes qualitative data for things like stakeholder engagement, that cannot be captured by numbers alone. How stakeholders feel and what they gain by engagement are important to understand and need qualitative feedback.
