Project planning & design, which has been rushed, and not given the time and attention it deserves almost always leads to unnecessary & complicated scope creep, from inception throughout. Spend more time, money and resources in the beginning, on aspects that affect, and you will start off with a more accurate picture of scope, price and duration. Being penny wise & pound foolish can reak havoc on time, quality & cost, causing significant disputes. Even the best Change Order Systems come up wanting in these instances. Get the basics right first.

It has been proven in many occasions that a clear requirement or scope of work for that matter shall and will be the base line of the actual work to be executed.Time is of the essence every aspect of contract must and shall be crystal clear from day one.

If you have internal perimeters follow them across the organization and at the project level. A common example would be a subcontractor that is approved for $1m. The initial subcontract is often under this value and scope creep at the project level can take it far beyond, sometimes doubling the approved limits. This is the trouble zone and needs to be avoided. If your organization doesn't have established perimeters, that include financial, operational, awareness of other projects etc it's time to create them.

In my experience, scope creep is usually due to a miscommunication amongst the stakeholders. What the owner of the project wants needs to be aligned with the engineering requirements, budget, and schedule, and the project itself needs to meet any regulatory requirements. If the wants and needs are not properly communicated and the relationships with stakeholders aren’t managed, this can lead to scope creep.

Aunque se realice un detallado análisis de requerimiento lo mas seguro es que se corrompa el alcance del proyecto, oponernos a esto sería limitar el éxito y las mejoras que se puedan dar, una forma de minimizar el impacto es contar con un presupuesto adicional para cubrir estos cambios que se van presentando durante la ejecución del proyecto, lo que podemos controlar si tenemos un solido proceso de control de cambios, documentado y aprobado con un estricto seguimiento y valoración.

Defining scope terms from the beginning and documenting the same would create a framework for parties to follow (without deviations) as there would be repercussions in case of default.

Since not all situations can be foreseen, set assumptions to guide the handling of unforeseen situations, such as assigning responsibility and costs for necessary budgetary and technical modifications. Constant monitoring of SLA's by stakeholders would help in understanding deviations if any and for levying penalties or seek recourse accordingly.

This will help manage the contract's execution in a timely manner, allowing for the anticipation of setbacks and, consequently, enabling actions to remedy or modify as necessary, with the lowest possible cost.

Scope creep constitutes high risks especially for lumpsum D&B / EPC projects if SoW and responsibility split are not clearly defined in the contract, design quality is poor, or changes are not well-managed. The scope, roles & responsibilities of the parties, and project requirements should be explicitly defined in the contract. Design team's high-quality performance and awareness of specifications and project requirements are highly critical to prevent any abortive works, additional costs, and/or overdesign. Changes should be timely realised (e.g., assessment of whether the employer's a verbal instruction constitutes a change), formally and timely notified, strictly followed up (changelog), and concluded before its execution on site.

Agreeing with the other parry wherever possible would create an environment of trust between parties and they would not want to falter on the agreed terms.

Scope creeping happens when once off incidents occurs. Or when an opportunity is seen that can be added to the contract. Having regular meetings to communicate real status of a contract must happen frequently. Unknown changes should not surface as a surprise but must openly be discussed before hand. Proper documented content should reflect cost implications, Originator, Reason for alterations and all signatures to validate the changes, Bouncing contracts can be cumbersome as invoicing are never the same. EG. Fuel prices that are changing from time to time. Maintenance schedules changed or skipped. Replacement policies not adhered to. and many more.

Lo importante seria primero la entereza; y formación responsable y honesta, para el desempe?o de los rolles, sin estas condiciones es difícil avasallar o eliminar el tema de corrupción; los controles frente al fenómeno deben nacer da la persona no del proceso.
