The first question will be what type of files are being checked in. If it is text/code, I will go with Git. The size of project/team etc. does not matter. Git is the dominant opensource VCS of today and you will find a large number of quality opensource tools and resources to adapt it to your team's workflow. On the otherhand if the data being checked in is binary or huge in size e.g. netlist, audio/video, gzipped files, word/excel/ppt etc. I will recommend avoiding Git and going with whatever your industry uses.

SVN is a good choice for Small Projects or Teams that prefer a centralized model. Git is a distributed version control widely used for large projects, flexible with powerful branching and merging capabilities. Also easy to integrate with other tools.

Whatever tool you use should be easy to use. The UI/UX should make sense and be easy to explain to someone else. If it takes too long for the typical employee to figure out then the cost to on board will be higher

Number of users and pricing of the tool should be another important criteria for the tool evaluation and selection along with the features that you can use in your eco system vs the number features that are provided by the tool but can’t be utilized in the targeted ecosystem. This will help decide better value for the product and long term sustainability.

I would start with what tools were previously used. If its a brand new project and a new team, there are many version control tools and Git and Github are the two most widely used. Git is installed locally and Github is in the cloud. Most technical folks would have used one or the other or both.
