As others have mentioned handle them in the order recieved. Try visits at different times of the day, trying to visit around the times of the reported nuisance. Ask all complainants to start and maintain records of the noise such as the time, types of noise, duration. I would ensure that guidelines are included in the signed agreements that spell out the expected noise requirements. State what is acceptable and what is not. Also include the consequences of failing to meet the requirements, such as a fine or lease violation citing. Add an amendment if necessary, to the agreement package. That should minimize the noise complaints and provide an acknowledgement at signing that the occupants have read and understand the noise ordinances.
