From my experience I recommend start strategically. You need to understand the scope from the perspective of your organization. What fits into the mission / vision of the company? Even if that scope is too large to start with understanding the big picture allows you to review what it can grow into. Once you understand that, decide how you will accomplish the big picture. Then set scopes accordingly.

Other classic things like product stability, usability, support etc. are also to be considered.

I think product/software fit is the early milestone that should be considered even before scope, goals, budgets and rest of factors. I have seen organisations get into the goals and manage scope and budgets to fit in the scale but forget to see the right Product fit in the environment resulted overburden management of undesired software procurement.

Supplier should be excellent and responsive. In-house knowledge should be expert and easy to retain/transfer and, where possible, the system should be intuitive and helps where it can. And for a little extra spice, why not consider hiring a developer or two and creating a bespoke in-house solution? One you can later white label and sell to competitors?
