Data storage is one of key strategy, other than compute, in data engineering. One needs to analyze the source and then consumption of the data and define the strategy accordingly. Do we have batch or realtime use case? Does it need to be served to small no of users or going to be requested by millions of users on regular basis. What are the different layers (bronze, silver, gold) and how the archived data will be stored.

If an organization has an engineering team then having code-heavy tools is fine but generally, it is recommended to have the tooling so that non-technical users can access the data as well. It helps data democratization and prevents the data team from becoming a bottleneck. Various tools in the industry let you ingest the data, and then use drag-and-drop options to create new datasets and serve them using various visualization tools. Furthermore, now generative AI integration is making it more easier for non-technical users as well.
