In year 26th January 2001, when severe earthquake struck in Gujarat State, India. Lot of property damage and lives lost, among those were four major towns were brought down by devastation. More than half of the town was homeless living in relief camps. A team of consultants prepared the resettlement plan for towns. I was part of team from New Delhi in a town in Kachchh, as GIS specialist using my knowledge of mapping, data analytics and ArcView -v 3.2. The task was to map -covert CAD files into GIS shape files and join data for thematic maps. The analysis and plans produced from GIS was helpful for the town planners and decision makers. Today new visual and data tools using static and dynamic data a asset for GIS professionals.

Proper governance, emergency response and mitigation helps people get sooner and better relief. GIS and Data integration helps find the extent of the disaster, number of household or livestock affected and the size of the Emergency response team needed to support in mitigation works.

Having transitioned our entire company, on the fly, post hurricane Katrina i can say the following. One needs to be able at assess the actual needs in front of you, laypeople just asking for help. You also need to understand the vernacular of disaster response. This can be achieved through online course work provided by FEMA. Disaster response is NOT 8-5, depending on the disaster the entire infrastructure can be gone, understanding how to set up IT equipment, printers, plotters, and CPU is critical to providing service, e.g. generators fluctuating power on going off and on can cause havoc with your network and your ability to conduct analysis or maps. The more you know the more valuable you are to any response team, resources ate limited.

There are many open data mapping forums available where mappers are invited to digitize areas going through a disaster for better response. There are also online real time monitoring tools you can familiarise yourself with for more knowledge.
