Screen time vs. traditional learning involves student relationships long before screen time becomes an issue. Help the students understand their responsibility in their own learning and path to success, and you will see a drop in useless screen time. Screen time and technology can be a positive....we need to teach responsibility and ownership of one's learning. If we do that, everything else takes care of itself.
