I totally agree with this point. But it is a bitter fact many of us just hear some news and without doing any research just forward it to another person. This is how wrong information is spread and can lead anyone in the wrong direction. So, the true way is when any of us hear something, it is our responsibility to do 99.99% research about the correctness of this information then convey it to another person or community.

Agreed, the first step is to understand the situation fully. Once that happens, ethics take full control, or should. It is presupposing that rumors need to be refuted. Let’s refute misinformation always, but rumors can be true. Sometimes it is a revelation when Whistleblowers don’t step up, and can be a good thing.

To reach a large number quickly is only part of the concern of reaching them effectively. If speediness is a concern, only a summary should be provided initially before an engagement in a public forum where leadership personally addresses a rumor or misinformation. It has to be done in a face to face type of medium if it is that serious. Even if a CEO or superior should take a video, a personal element of address is as important as the gravity of the situation.
