Deciding style guides in the early stage of the project is much easier to adopt as the written code is less. For a legacy system where we have a very big codebase it's a lot trickier to implement. One way I've seen it being implemented is, all the new code written follows the new style guide and follows the agreed upon formatting standards and for the older code we come up with a strategy to tackle it feature wise or module wise and plan it within the iterations so we do not negotiate a lot on deliverables while also making sure the code is kept upto the standards and backlog is taken care of overtime.
