First of all, check your company's bylaws or standard operating procedure to see if there is specific wordings that indicate who is in charge for the video production strategy. Follow that first. If there is no mention of that, then use a common sense approach (i.e. have a conversation, call for a meeting, etc.). Meanwhile, don't panic. Opinions vary, and they often are conflicting. Lastly, the highest ranking person should make the call. A video project is not democracy. The person in the helm of the leadership should decide, AFTER gathering a good chunk of inputs to make an informed decision.
