It's important to get those critical items into the project from the start, so they are part of the project's foundation. The FM must be the advocate for building infrastructure & be able to translate the technical need into the plain-language so the end user & finance people can understand. The FM also must be able to identify the sacrificial lambs for the altar of financial sacrifice during "VE".

When there are budget constraints in a project it is very important that all team members are aware of them. For that reason the kick off meeting of the project is fundamental together with the figure of the Project manager since that is the moment where the budgetary limitations have to be informed so that all the members of the team together with the stakehoders know of their existence. Budget constraints should not necessarily mean that quality is compromised, but should serve as a motivation for the team to find the most cost-effective quality solution. On the other hand, the work of other departments such as Procurement is very important, as their work must help to find the best quality/cost suppliers/contractors.

Quality is the beating heart of a successful facilities management and to ensure Quality is not compromised during budgeting, the below points must be put into consideration: 1. Poor budgeting must be avoided and timely manners of addressing any maintenance needs should be proactively adopted because deferring of maintenance attracts financial repercussions. 2. Asset condition Evaluation must be put in place to have a proper knowledge & overview of any asset that needs to be repaired or replaced before it's planned fund allocation. 3.Maintenance back up plans for asset maintenance must be initiated through a reliable emergency service provider before emergency occurs.

Cost-benefit analysis: Evaluate potential upgrades based on their long-term benefits versus their costs. Sometimes investing a little more in quality upfront can result in significant savings over time through reduced maintenance and longer life.

Focus on projects that improve safety, compliance, and efficiency. You can also consider implementing upgrades in phases, starting with the most critical ones or those with the highest return on investment (ROI). This approach can help you manage cash flow and make adjustments based on the results of the initial upgrades.

Implementation in phases: Consider dividing the upgrade into phases. Implement the most important improvements first and plan additional upgrades as more funds become available.

Look for alternatives: Look for economical, high-quality alternatives to expensive materials or systems. Sometimes newer or lesser-known brands offer competitive performance at a lower cost.
