QA almost never has the final say in priority. Importance to QA, importance to IT overall, and importance to the business aren't always the same thing - but where they can be, they should be. Just communicate if there's something to be done on the IT side before new issues can be addressed, and how long that something takes to avoid unnecessary complications later. If there's a single Product Manager involved, get them to let you know whether the new scope is more important than existing scope - and if so, what they prefer get delayed to make room for the new. If there are multiple PMs, get them in a room and lock the door until they come out with who won the priority battle, or appeal to their supervisors if they can't do it alone.
