I would always recommend tracking leading and lagging metrics. When you only track lagging (longer term metrics based on past events) you increase the risk of not seeing the change or adapting if things aren't working. When you also track leading metrics this gives you a good indication if you're on the right track. When these aren't tracked this is where you fall foul of waiting months to report on success which increases the risk of 'cost of delay', - but in the short term, as people can't see change (if only tracking long term metrics) you get the 'that training didn't work' and it devalues your team and increases the 'L&D cost centre' mentality by senior leaders
