Diagnostic communication: Some times control hardware it's running at diminished capacity for a reason. One sensitive reason would be a section is under lock out tag out but was not communicated. Trying to override a fix to something that is intentionally down but uncommunicated could be potentially deadly. Other times there are down stand constraints that don't have build in upstream feedbacks so the upstream is throttled. Other times it could be throttled to encourage sales to drop off due to lack of supply or the inverse lack of supply to drive up the price. And a thorogh open ended diagnostic process with open lines of communication will help one achieve better long term results.

I found that many times as you're doing your fact finding you'll find some pretty elaborate programming and command structures that actually are causing some of the lag and issues so the best method I can always tell a programmer no matter what it is is keep it simple stupid. Remember that the items that you're playing with don't know anything you don't teach them so those controls only work as well as you ensure they do.
