If you've ever once experienced the rollout of a new system - ANY system - you've experienced the "overselling and underwhelming" effect. Employee feedback on what different emotions they have been going through during previous years PMS process helps gain deeper understanding whether employees are happy with a rating system, no rating system or a hybrid one. Also important to take into consideration what growth stage the business is due to the heavy correlation between PMS process and business outcomes expected by individuals as well as merit increase and bonus associated with it.
