Identify the corporate goals and plan toward these goals. What is the vision? Is the goal to elevate the user experience? speed up the existing process? go fully automated? how do they want the different teams to interact? What information do you need in it and how accessible should it be? security protocols? If you could design your own software, what would that look like and how would that function? and most important, what's your budget? Use all the information you gather to shop around for the right software. It is VERY important to always remember this software needs to cater to YOUR needs, do not get caught up in the sales pitches and end up investing and implementing a software where you end up adapting to it instead.
