Alarms should be implemented throughout the system and triggered based on risk level and priority. Keeping employees safest means eliminating the hazards which may not be possible. The next step would be minimizing employee interaction and automating as much of the process as possible. Mandatory PPE can be a last defense. Ultimately the only way to remove all risk to employees is by following all rules or fully automating the system.
