Aquire the IoT device. Setup a test environment. Test the device internally. Once the internal test is fine, deploy the device to a known external site. Retest everything. Once than works deploy to friendly environments three or four and retest.

The measurement tools and parameters are good. But, the one thing I would add would be to measure bidirectional throughput of each attached device. Measuring things such as electrical impulses, voltages, etc are all good in assessing manufacturers' schematics but it doesn't address actual real-time data speed or performance. The electronics can be in perfect tolerances but the system as a whole still may not perform well. As a result, I would want some sort of real-time, practical performance indicators in addition to the physical engineering design tolerance checks of individual devices and the always on-time blinking lights!!!
