I look at the current situation, comparing pros and cons, possible solutions, etc. The next step is to create a roadmap design and publish the roadmap as an official statement. By such an approach, implemented designed changes and monitored reactions and final results. In my experience, even designing a Roadmap offers a vision of a situation and solution or needed changes.
