Finding a solution that resonates with customers is difficult but well worth your time. Having an experience UX designer is the first step to take.

Has the user interface or page design lost it's charm? These are very different problems. Once these questions are answered, then scope of work and a development plan can be defined.

Yes, you do need to know the ins and outs of every framework under consideration, but those details really shouldn't drive your decision of whether to migrate in the first place. The first thing to do is to tackle technical debt starting with the lowest hanging fruit. Then try to refactor the codebase to be as decoupled from your framework as feasible. Even if you choose not to migrate, there will be fewer points of failure the fewer dependencies each function has to leverage. Finally, keep up with the state of the art even if you never intend to migrate, because it will keep you nimble.
