First of all we should have one common group where the issue can be highlighted and we can figure out the priority concern and we can resolve that. Second point, we can connect create a time duration limit to resolve the problem which will work efficiently and help us with better result. Third point, we can teach them teamwork. So, if someone is familiar with the issue, they can help so they can reduce the dependency.

Who asked for the direction? Is the team slow in output or otherwise not performing as expected by the higher-ups? Or is the team itself flailing and wanting direction? That would make a huge difference to the approach chosen. In the first case, it may well be that the expectations of the directors need to be managed. Concurrently, you can voice their concerns in a muted fashion to the team and offer practical suggestions. In the second case, get a clear view of the issues first. Where does the confusion arise? Rephrasing and reframing the issues can make a world of difference. Clear communication can be achieved in the form of maxims, "Top-10" guide lines, decision trees etc. The less words, the better!
