This sounds like the Storming stage of team development process (see Tuckman’s model). Promote constructive feedback to isolate emotions from facts and identify issues. Assuming the org chart is already communicated and the people are not in their first project, you are not expected to explain a planner what planner needs to do. Instead, facilitate discussions by setting the goals clearly and let the solutions draw the sensitive borders between roles. Consider this as interface management. By these, aim to drive the team to the next stage, Norming.

Firstly a project organogram needs to be floated among the team members which would clearly state the responsibilities and role of the team members. A particular schedule should be set up to monitor project progress as per the responsibilities and activities. The above two points would be enough to define roles and responsibilities clearly, also if still the team members are unclear about the same, the SOP’s should be taken as reference and responsibilities should be clearly stated to the team as per the project phases - in the project review meeting.
