Lay down the process & then find the most suitable tool to make it efficient/automated Without a good process identified for the company/type of project, even world’s BEST tool would fail So in my opinion, skill & thought are needed to identify and lay down the process most suited for the kind of projects executed by the team/firm.

Having an awesome project manager can make project execution a breeze. However, if you can't afford a good project manager make sure that you provide your team members some sort of project management training and assign a team leader who can keep a track of everything.

Overall, focus on NECESSARY process only. Too many organizations are over-processed. They either keep bolting new things into existing processes without streamlining, or mindlessly adapt an entire buffet of tool they don't need. Keep it as simple, light, and nimble as you possibly can. If you're not measuring a metric or using a deliverable document...why create them in the first place?
