One of the best ways to navigate skepticism is to explain why the change is being made. From my experience, employees often as "Why", and with proper explanation, much of the resistance is alleviated. It can also be beneficial to ask for feedback so that you can continue to improve the new procedures. If staff notice issues, or conflicts, they can be addressed or fixed. Let staff be part of the solution so they can take ownership of the change.
