Sometimes there are underlying issues that effects certain Team Mates performance ,Clear expectations need to be set from Day 1 ,with followup , guidance and support if they are not followed through ,then should be held accountable or given extra support. Sometimes over work and over burden also makes other's incapable of performing as expected, in that case, Team members should be assigned tasks according to their strengths. Maybe they can't meet deadlines because they are not the right for the task.
