I'll assume the "change" is a scope increase: (1) find where you can cut the scope within the project. for a project already running for sometime, you should have a better understanding, and this may be possible (2) find re-use possibilities, within and from other projects (past, present or future) (3) do the above two steps in your other projects to see if there is some slack elsewhere which you can cut relatively painlessly (4) get your people to work longer, including weekends (5) - there are a lot of people here giving gyan about "clear communications", "team meetings" and such - if that's how your project manager sounds like, fire him/her - the incompetent/unimaginative PM is the reason you are in this mess

Actually this is part of critical part in any project and I think it's one one of the main reasons for complete failure in a project. It's "The Requirement Management". In such big project requirement managment is not a small task, it's a core task or a main pillar for the project and without good management for the requirement in all levels the project delivery will impacted and harmed hevighly. Requirment Managment should be planned and controlled since the initial stage of the project till the end.
