A good leader and effective manager will already be aware of the teams strengths, capacity and goals and be able to lead through the change or stand up for the team and say no. The change could present an opportunity for the team as well as individual contributors who have been looking to stand out or it can be an opportunity to strengthen a partnership with external support like agencies or contractors. The other side by saying no is showing what other tasks/projects will be impacted but the sudden change. Changes happen, but reassessing the strategy might be needed in order to avoid future "fire drills"
