In such a situation my most important consideration would be a combination of know how and the project requirements. There's no point choosing a language if we're not very good with it. So there has to be a balance between what we can do and what the project requires. Having narrowed our options based on know how we can now consider the specific project requirements. If I have a team of engineers equally well versed in express and django I'd defer to Django for a medium to large scale project but express for a smaller scale project.
