To match personal agendas with strategic goals, promote open talks to understand individual motivations and concerns. Clarify the strategic vision and how each function contributes to it. Use OKRs (Objectives and Key Results) to develop a common framework for goal-setting. Encourage cooperation and cross-functional teamwork to establish an independent approach. Regularly assess and shift priorities to guarantee alignment and manage any emerging conflicts. This promotes a cohesive and motivated team working towards shared goals.

One thing I believe would be helpful is utilizing tools like Notion for managing any project that involves a teams. Notion allows the team to leave comments, see their deadlines and facilitate communication. Aside tools, communication during any project must be highly prioritized over anything. If any member feels there is a better method of doing something or going about anything, the need to communicate with the team and see if their plan fits into the general agendas of the other group members is key. I think these two things will help align all agendas to the ultimate goal and keep priorities around the goal at all times.

Every team member is entitled to have personal agendas, as long as they don't conflict (interfere) with the team agenda. Having said that, I'm assuming this is more about team members having conflicting priorities (but all of which are relevant to the team). In this case, the team leader needs to understand why the team member believes that a different priority needs to be followed - maybe it's a valid perspective! But if a personal priority is going against any of the team priorities, the team lead should tell that member to park aside the personal one for the time being, till the team ones are fully addressed. But, if that personal priority is not enabling the team priority to be completed, then it needs to be addressed immediately.
