I would first have the group saying they need more resources put their complaints in writing. When they have to write their points they must clarify and synthesize their thinking. I would then meet with them and discuss each point and give them the reason we cannot change some resources and then tell them what we can rectify. I am assuming the group with less resources is complaining. If this is the case, I would strictly deal with them and not include the satisfied group. …If there is no complaining, but the top executives want to change the inequity, then I would call each group in separately and listen to them. Then I would sit with my cabinet, discuss both sides, and make the appropriate changes.
