I would partner team members up, or if already partnered then change the pairings. Survey team members to get their input on the work itself. Be sure to emphasize how the work is worthwhile to the company's goals. Establishing more aggressive deliverable schedules could backfire but I would surely look at doing so if the other strategies fell flat.
