Look at the process end-to-end. Usually the reason that the localization team is falling behind on deadlines has many reasons. Many of these are not in the responsibility of the localization team itself. Does the project plan account for enough time to localize? As a general rule the same time that is required to create the assets will be required to localize! Is the content created with localization in mind? Or did the content creators create pitfalls for the localization team? Things that look great in the English source might turn out to be cumbersome or even impossible to localize. There is much more that can be done. I would start with a holistic analysis of the **entire** content creation process (yes, including localization!)
