In my experience, it's very hard to do too much optimization top-down. Yes, you need to give guidelines and limit options to keep complexity in check, but show the cost down to the team level, and let them do optimization too. First of all, they may realize that optimizing the output is more important for them than optimizing cost, which can be beneficial for the big picture.

Your primary need in this regard is to implement a monitoring system and position it in the middle of your infrastructure. By taking advantage of the capabilities of the monitoring system, you can manage resource management correctly, manage your budget correctly, and dispatch resources correctly when necessary.

Security for me is not one of the points, is the framework to keep in mind in every step of the journey: no changes can be made without that.

All the steps include secure your environment. It needs to be taken into account from design to implementation. Tools can help here, but in general you need to build security into your processes. This helps focus the security effort on the parts of your environment where it is most needed. Tool selection then comes more naturally when you know your risks.

In this case; No matter how many offensive players you have in your team, it's about the defense and the goalkeeper. The more accurately and comprehensively you plan your defense mechanism, the more visibility you will have in your infrastructure. Regardless of small or large environment, you must perform identity management, create an authorization matrix and have detection response capability. Keep up to date and build on and on.

Having a common and robust framework/strategy to collect logs, metrics, events, etc is crucial to measure success, discover areas for improvement and to help in diagnosing problems. Observability/telemetry/visibility tooling is widely available and should be included as part of the high-level design with the engineering team as well as the SRE team (if they're different). On the backend side, this includes the ability to create and update dashboards for standard and ad-hoc queries and the ability to enable/disable logging at various levels throughout the system.

I think this point rivals 1 and 2 actually. Without monitoring, the assessments you can make are mostly manual, costly, and infrequent. The only way for sustained good management of complex infrastructure is by continuously monitoring and looking for improvement areas using a data-driven approach. The automation of the assessment itself is critical and should be a team's highest priority. "You can't manage what you can't measure"

Trying to move this responsibility to someone else. The most common possible target is a public cloud, but private cloud or infrastructure experts teams may be also valid options.
