However if some demands are not justified, or can prove to be an overload on the system, or are of the nature which can hinder the overall operation, security or integrity of the automation, it should be dealt with care, and consequences of the demands should be properly explained.

Some of the ways i would approach this is continuous monitoring and analyzing system performance and focusing on areas that where the current automation is struggling. I would also look for hybrid approach where operators are working where automation encounters complexity or high sensitivity, and take feedback to further improve the process. And then maybe machine learning can be deployed if required or if it fits within the CAPEX of the project.
